Learning Brazilian Jiu-Jitsu should be mandatory for law enforcement worldwide. And training should be done on a regular basis.
Unfortunately, police officers receive little, if any grappling training. This has most recently been shown on the case of a Los Angeles Police Department (LAPD) officer, who was caught in a Guillotine Choke by a suspect.
The officer didn’t know how to defend against this submission. Which isn’t surprising at all, according to Rener Gracie; who says that the Agency provides only 4 hours of training for the officers… Every 2 years:
Even an untrained suspect can catch a cop in a Guillotine, making it one of the most important submissions (along with the Rear Naked Choke) for officers to know how to defend against.

Tom DeBlass provided a further comment on this LAPD officer incident. He emphasized the importance of training for the police and gave a quick tip on defending against the standing Guillotine Choke:
When caught in any guillotine situation you must address the hands first. Do not reach out with both hands to the legs, as your chances of getting put unconscious increase greatly.
Address the hands, create space, drag your head through, and regain control. If you feel yourself getting pulled down and your head is caught make sure you try to land opposite of the choke side.Cops must train!
